Thinking about it, Jill, I think certain things that seem 'off' might be more editorial than Robinson. I think aspects of the story got changed, altered, or completely taken out.
This series was supposed to come out about a year before now. It was also supposed to be an ongoing series, rather than a mini-series. And certainly, it wasn't supposed to be a lead-in to Robinson taking over the JLA book.
I'm sure that has affected what the finished product has turned out to be.

I really think you're selling the Robinson JLA series short.
Personally, I saw the Bill/Mikaal interaction as Robinson's nod to the usual 'heroes fight first over a misunderstanding, then team-up.' There's never usually a good reason for it. It's just a time-honored tradition. We just happened to have come in on the tail-end of the fight.
As far as Ray Palmer's interaction with Freddy Freeman….oy…
Back in Zero Hour, Ray had been de-aged back to his teenage years. Dan Jurgens must have thought it was a great thing that he did because he then used the character in his revamped Teen Titans series. This was the series that introduced Argent, Risk and several other forgotten characters into the DCU.
About a year after he started that series, he started to bring in the original Titans as supporting characters and had Captain Marvel Junior join the team. And that it how Ray Palmer knows Freddy Freeman.
But I'm not sure how that links to Kevin Bacon.
